Respected Sir,
I will start preparing for UPSC 2012 exam in sometime. The problem is that I’m not good in Hindi ; Its the only regional language I know.
I know its of qualifying nature but still UPSC has really high standard. And if I start concentrating on that I will be unable to concentrate on my Mains.
Please Sir, Do suggest something to get me out of this dilemma
Dear Mehak,
Do not worry too much about the compulsory Hindi language paper.
(1) The paper on Indian Language (in your case, Hindi) will be of Matriculation or equivalent standard and will be of qualifying nature only; the marks obtained in this papers will not be counted for ranking.
(2) The aim of this paper is to test a candidate’s ability to read and understand serious discursive prose, and to express his ideas clearly and correctly in the
Indian language concerned (in your case, Hindi).
(3) The pattern of questions would be broadly as follows :
(i) Comprehension of given passages.
(ii) Precis Writing
(iii) Usage and Vocabulary
(iv) Short Essay
(v) Translation from English to the Hindi and vice-versa
To prepare for this paper you may refer to a basic Hindi grammar book (go through and revise the grammatical concepts) and solve 10 years question papers in Hindi language paper. That is all.
All the Best,
Rau’s IAS

dear sir,
i m mech engineering student and i m preparing for up-psc with physics and chemistry
as my main subject….. plz sir tell will these subjects be right choice for me…..
Dear Manish,
(1) Generally, B.Tech students do not opt for science subjects because of their high difficulty level (in UPSC exam) and therefore low conversion/success rate. Before you finalize to opt for any science subject you should (a) check its syllabus (download the syllabus from the home page of our website) and (b) difficulty level (by solving 10 years question papers).
Opt for such subject if you can manage to get a reasonable score consistently.
(2) I suggest you read the article on ‘How to select optional subjects in Mains exam’ at http://www.rausias.com/blog/?p=69

About Changes in Mains Exam
Nothing can be said about 2014 yet.
Dr Y.K.Alagh committee, in its 2001 report, recommended significant changes to the pattern of civil services examination. In order to establish a level playing field it recommended that the optional subjects at the Preliminary and Mains examination be replaced by compulsory papers.
Now, post the inclusion of Paper II (Aptitude Paper) in place of an optional subject at the preliminary stage of the examination from year 2011, UPSC is expected to push for changes at the level of the Main examination as well. It is seriously examining the proposal of including compulsory papers in place of optional papers.
However, while announcing the changes in the pattern of the Civil Services Examination (Preliminary) – 2011, Dr D.P Aggarwal, chairman of the UPSC had said that though there are recommendations for changes in the pattern of main examination as well, but first the UPSC wants to check and ascertain the results and impact of the changes brought about in the pattern of the Preliminary Examination.
For this purpose, a committee will be constituted and the decision, if any, will be taken after due consideration. Keeping in mind the above facts, ours advice to the Civil Services aspirants is that this entire process is going to be a time consuming, so be assured of no radical and drastic changes in the Mains examination immediately.
UPSC, as it did in 2011, before the inclusion of Aptitude paper in place of optional paper at the Preliminary Exam, will give feelers and due notice to all concerned regarding the changes at the Mains Exam. Changes at the Preliminary Examination, to be brought about in 2011 exam, were confirmed by Prithvi Raj Chavan in March 2010 itself. He told the Lok Sabha on March 2010, that Prime Minister Manmohan Singh had approved the proposal for the introduction of CSAT in the place of the Civil Services (Preliminary) Examination. He said that CSAT was expected to come into effect from 2011.
All aspirants please note that there is nothing new that UPSC has indicated lately about the change in pattern of the Mains examination. Whenever, the change is brought into force (which does not seem as an immediate future happening, maybe a few years) it will affect one all equally.
Regards,
Rau’s IAS

Dear Dinkar,
According to UPSC: Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination.
It means that students in final year can also appear in Civil Services Exam.

Dear Rajesh,
About language medium
Medium voh rakhiye jispe pakad hai.
At the Civil Services (Mains) stage, a candidate has to write descriptive answers. Candidates should choose the language medium in which he/she can write expressive and content rich answers. I suggest you keep the medium in which you have a better grasp and understanding. Marks are awarded for how accurately a student can express/answer a question within the word limit allowed (concisely). If you are unable to express yourself and therefore write good answers (in English) then there is a problem. Choose the medium in which you can write well and express precisely and correctly.

Regards,
Rau’s IAS
sir i am b.tech final year student … mujhe ias pre k complete syllabus ki knowledge chahiye..and with complete study material , will u plz help me sir???
Dear Yamini,
Civil Services Preliminary Exam consists of two papers:
1) Paper I (General Studies) – 200 marks
2) Paper II (Aptitude) – 200 marks
To prepare for Paper I, the candidate should see the last ten years’ question papers of General Studies Preliminary Exam. These questions will give
them a fair idea as to how the question is framed from the respective themes of the syllabus and also know the difficulty level.
1. Current Events of National and International Importance – Here, questions generally revolve around such happenings that have taken place during the previous 12 months.
2. History of India and Indian National Movement – Under this topic, questions include social, economic and political aspects of ancient, medieval and modern
Indian history. Special emphasis should be given to 19th century resurgence and the attainment of the Indian Independence.
3. Indian and World Geography – Physical, Social, Economic Geography of India and the World – Geography questions usually focus on Indian geography,
with regard to physical, social and economic aspects.
4. Indian Polity and Governance – Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues etc. – In these topics, an analysis of the
previous years’ questions suggests that majority of the questions cover the themes related to the Indian Constitution and the existing political system.
5. Economic and Social Development – Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc. – Recent developments
in the field of economic priorities are also a favourite area for questioning. The candidate should be more focused on various policy programmes initiated by
the government to eradicate poverty.
6. General Issues on Environmental ecology, Bio-diversity and Climate Change – This is a new topic added in the new pattern of the syllabus, so the
candidates should thoroughly understand the basic concepts of Ecology, Biodiversity and Climate Change. They should also keep in mind the recent
debates on environment and climate change.
7. General Science – In this segment, questions include the basics and scientific awareness of related areas. It comprises themes such as physics, astrophysics, chemistry, botany, zoology, agriculture, medicine & life sciences etc. Though, each one of these is a fully developed discipline, but the questions asked here are the ones that can be expected from a well-educated person without any special knowledge of these disciplines.
The Paper II (CSAT/Aptitude) is an Aptitude Test modified to test the competency of a prospective IAS officer who ensures social justice and takes decisions under the shadow of ethics. All Aptitude Tests are modified Intelligence Tests (IQ Tests). Under the axiom that human intelligence is a function of two skills – Ability to express thoughts better and understand what others have to convey, and Cognitive Ability, all aptitude tests check for Verbal and Numerical Ability, with a smattering of Reasoning questions.
Apart from this CSAT, being a test of recruitment to Civil Services, will test whether a candidate can handle the kind of Decision Making under the shadow of Ethics that an ideal IAS is capable of. CSAT lays more focus and gives more weight age to Comprehension section (as compared to other tests). The focus here would be on Comprehension and Decision Making & Problem solving skills. The other areas tested are Reasoning, General Mental Ability, Basic Numeracy and Verbal Skills (English language Comprehension and Interpersonal Skills).

sir i want to b an I.A.S officer…..but i dont have money to take coaching …so can you help…how can i prepare for this….plz reply
Dear Madhuri,
Do not be disheartened if you do not have money to take coaching. Only coaching is not going to decide your fate. Given your circumstances, work harder and with more dedication and motivation to make the best of what is available in terms of study resources.
Guidelines for self study
One needs to keep in mind the basic fact that if the goal is to reach the highest level of achievement, then one must have not only ample patience for details, but should be able to keep the big picture regarding any theme in one’s mind at the time of study. Thus the preparation strategy is to follow a mix of both micro and macro level approaches. The first step in this direction is the understanding of the syllabus. One must look at the syllabus closely and in detail. After that, one should analyze the past years’ question papers that indicate the important areas, as well as, the real scope of the syllabus. Then comes the next step of apportioning of time depending on the importance and length of each area.
Prepare a time schedule which helps you cover the syllabus and keep you on track. You will have to be consistent and devote about eight-ten hours of quality time consistently over a year (or year and a half). It is emphasized that more than quantity, quality of time must be given utmost importance.
The next step would cover the selection of right books and an efficient method to study them. The basic guideline at the start of the preparations for both Preliminary and Main Examination is to read N.C.E.R.T. books on related subjects. There is no substitute for them. One should refrain in the beginning from reading guidebooks, as they load you with information, but with very little concept.
NCERT Books: Social Studies
• Civics: 6th – 10th standard
• Political Science: 11th and 12th standard
• Geography: 6th – 12th standard
• Sociology: 11th and 12th standard
• History: 6th – 12th standard
• Economics: 9th – 12th standard (latest edition)
NCERT Books: General Science
• Physics, Chemistry, Biology: 9th and 10th Standards
For Current Affairs and General Knowledge (make a habit of reading newspapers and magazines regularly and analytically. The events of National and International which effect human lives at large are important from General Studies point of view)
• The Hindu, Times of India, Frontline, The Economist, Pratiyogita Darpan (very important)
You must make a regular habit of writing at least one page on current and contemporary events, issues and affairs every day, of what you observe from newspapers/news, magazine, etc. The events of National and International importance which effect human lives at large are important from General Studies point of view.
Thereafter, one must refer to a study material which is prepared primarily with the objective of helping students clear/crack the civil services exam. One should look for a study material which is prepared in accordance with the civil services syllabus and upsc’s pattern of question papers. Material should be comprehensive and exhaustive. If followed properly, it would prepare you thoroughly for the exam.
Vastness of the syllabus (required to be covered) is one of the main challenges in Civil Services Exam. I agree that it is difficult to devise a plan that will help you to cover the entire syllabus. My first advise will be that you follow an integrated approach towards covering the syllabi of the General Studies (Mains), Essay paper (Mains) and General Studies (Prelims). Go through the portions of GS (Mains and Prelims) which overlap with each other descriptively and remember points which are important from Prelims perspective objectively.
Once again, you must devote time reading 1 newspaper (The Hindu) and 1 journal regularly (Frontline/Pratiyogita Darpan) regularly and analytically. [GS questions are becoming more practical in nature and are being increasingly based on knowledge of current affairs and general awareness (which can only be acquired from voracious reading of newspapers and magazines). Such questions may require application of more than one concept/fact. Aspirants should develop an application based approach to do well in General Studies paper.]
